No, it was not a bug in a narrow sense. I simply did not implement a formula in the old matrix that punishes a higher welfare than net incomes. With the new matrix a state with such a high welfare won't be able to survive. You may try it again, as I resetted your state into 2002

Yeah, I'm sure. It comes up with the "You are unable to make changes to the budget as you have already changed it" message, or something along those lines. And every now and then it will say I am unable to do any tasks, even though I haven't done any.

Today even a few minutes after 4:00 (GMT+1) the game displayed strange values (looked like mixed up because of incomplete computation). For some minutes my state was brought a full year into future instead of a quarter. You didnt try to do anything during the same time of day, did you?

Nah, it wasn't really early. And I still can't do it. I could change it last Winter, but this Winter, it says I've already changed it.
