I got this task today and decided to abandon sugar in favour of stevia. I assumed this would increase health without having a negative effect on popularity, as I had only replaced sugar with a healthy alternative. I also thought there might be an economic boost, as some domestic companies may start growing stevia commercially. Instead, I got this message: "Most of the citizens get used to unsweetened drinks.", which implies that no substitute sweetener was used. The decision may well have had the desired consequences (I'll have to wait until tomorrow to find out), but getting the above message makes no sense.

Yes, I know what it says. But all the other consequences are actually possible results of the decisions you make, even if something entirely different is computed, while this one contradicts your decision.
