Alliances and reforms

Now I need an explanation of how reforms work with respect to alliances.

Is it true that:

1. Regents in an alliance may still implement their own reforms based on their individual influence.

2. Alliances may make reforms, approved by the voting mechanism and binding on everybody, based on combined influence. If someone does not want a reform applied, they can drop out for that day and then be allowed in if the founder wishes it.
