Budget question

If I choose to go with a negative number in the budget does that mean I cut the taxes in that area of interest? Thank you. This may be a basic question. I'm assuming if my full budget added up is in the negatives then that how much debt I am in.

Just that. Like with PE items, the numbers represents a percentual change. To give an example in numbers: Reducing Taxes on Capital at 1% by "-12%" in the context menu will decrease the value to 0.88%.

New indebtedness shows you the increase of the National debt per year (4 quarters).

You are propably aware of the fact that the national debt increases rapidly in your state Texsuccesusa. If this development continues, your state will eventually will face severe problems, ultimately ending in the end of your regency. Try to get rid of your states debt and - once that is achieved - aim for a balanced budget.
