Budget

Hello,
As new player, I have some question:
my total state income is 888.42 Bil
my total public expenditure is 862.87Bil

So I would expect that I've a surplus?
But my national debt -1621.66 Bil
Payment of intrest is -120.64 Bil
and New indebt. is -95.10 Bil

How is that possbile? What do I wrong or what should I do different? I didn't choose on any click any issue about budget I thought...

2) About the reforms: are there reforms I really have to do in this game? (to have a good budget or to get other stages/things/levels/ or to make sure my people are happy etc?

3) I don't pay for this game; what als can (and have) I (to) do except for the tasks and the reforms? Should I be in an alliance? Can I be attacked? ...

Difference between total state income & public expenditures is just the nominal figure. Real figure also includes interest payments. Ergo, in other to make public spending + to pay interest payments, you're running a deficit. Don't be too hasty to pay down the national - just ensure that GDP rises faster than debt.
