Cannot go into a world

I can not create a state in a world, i try to create one IN A WORLD but when i click create, it takes me to a page that makes it seem like i was going for a state Not in a world wanting me to choose a flag and play as germany for some reason. Vangry

You currently have two free state slots. Can you try to create a world state with the second one (you don't have to delete your classic state)?
