Corruption Abroad

I'd like to discuss biefly what are the consequences of possible choices.

So the task is about some countries that want my state to punish my companies for corruption abroad.

These are the options:
1. If corruption by company from my state becomes known in a foreign country my state will react just like it would happen in my state.
2. If corruption by company from my state becomes known in a foreign country my state won't react at all.
3. My state will place secret agents in all countries, which establish and maintain ties to political leaders and decision makers in key industries.

From my experience the first option is an obvious choice and the only that won't damage my state. But I would like to know if selecting option 2 or 3 can boost my economy and damage nothing more than my reputation.

What are the expected consequences of all possibilities?

As far as I remember, the task consequences of either option aren't that important. I always go with the first one, though. I like to have a low corruption index.
