The year is 1997, so I think it's safe to believe that the Warsaw Pact and Soviet Union (even in alternate history) would be considerably weakened if not totally disintegrated like they were in real life.

Note that this is a decent, not a deselection or a coup, so its a matter of foreign relations, not domestic stability.

Very strange? I think your state was a test subject for the war option implementation or something

All my previous GDR states died in such way. I do not think that it is connected with testing of war because “Descent” happens with GDR states all the time. Until now I believed that it is provoked by the popularity rating falling below zero, but in your case it is definitely not true. I do not know what to think about it now.

EDIT: I found some non-GDR states in which "Descent" happened, so it is not the problem of GDR template. At least one of such states had military rating 50% before "Descent" and another state had state’s Int. reputation 50% and Regent’s Int. reputation 2.03 before "Descent". It is mystery for me what exactly triggers “Descent”.

Just happened to me also in my tickless state. I also had defense spending substantially more than the average state. So if this is an implementation of the classic mode war game, than an explanation of the war events would be nice.
I assume this has to do with the international reputation, but still my military spending is 75% more than the average state, so I should have had a shot against these "foreign powers".

I noticed one of my old states regents had Descent, does this mean he was deposed by foreign powers? If so, can have nuclear weapons are high military spending offset this?

A big own military helps as well as being in an alliance.

I had to look it up: Descent chance is actually only based on international reputation and military strength. The project 'Atomic bomb' doesn't increase your military strength, 'Missiles' and 'Orbital weapons' do slightly, though.
