Der Generalkommissar für Äußeres der Föderation sozialistischer Staaten Hannovers eröffnet mit einer Rede an die anwesenden Delegierten, der Staaten Eurasiens, den Sicherheitgipfel im "Haus des Weltfriedens" in Luanar-Stadt.

"Sehr geehrte anwesende Delegierte,

es erfüllt mich mit Freude zusehen, dass so viele Staaten an der friedlichen Zukunft Eurasiens interessiert sind.
Ich möchte mich im Namen des Generalkongresses der FsSH bei Ihnen bedanken, dass sie an diesem Eurasischen Sicherheitsgipfel teilnehmen und sich für eine friedliche Zukunft in unserer Region einsetzen.
Ein friedliches Zusammenleben der Völker kann nur, in einer gleichberechtigten Kooperation auf Augenhöhe, ermöglicht werden.
Hiermit laden wir die führenden Ländern Eurasiens an einen Tisch, um über dieses friedliche Zusammenleben zu sprechen.
Um den Frieden, auf Dauer, zu gewährleisten haben wir in einem ersten Schritt diese Plattform, diesen heißen Draht, geschaffen. Nun aber müssen wir uns fragen wie wir den Frieden nachhaltig sichern können.
Ich, als Vertreter des Generalkongresses der FsSH, möchte ihnen hiermit den Vorschlag unterbreiten, dass über etwaige Sicherheitslagen in diesem Gremium, Eurasienweit beraten und entschieden wird.
Wir schlagen daher vor jedem Teilnehmer als HTO, FssH und Noble Entente eine Stimme zu geben
Wir schlagen weitergehend vor, dass diese Sicherheitskomission an einem Grundsatzpapier arbeitet, dass als Grundlage dienen soll um Regel nfür das friedliche zusammenleben zu definieren.
Auf Grundlage dessen soll der Sicherheitsgipfel seine ständige Arbeit aufnehmen. Dabei ist jedes MItglied berechtigt Themen auf die Tagesordnung zu setzen. Ein Vorsitz wird nicht gewählt. Entscheidungen mit 2/3 Mehrheit getroffen.

The General Commissioner for Foreign Affairs of the Federation of Socialist States of Hanover opens the Security Summit in the "House of World Peace" in Luanar City, with a speech to the delegates present from the States of Eurasia,.

"Dear delegates present,

It fills me with joy to see that so many states are interested in the peaceful future of Eurasia.
On behalf of the FsSH General Congress, I would like to thank you for participating in this Eurasian Security Summit and for your peaceful future in our region.
A peaceful coexistence of the peoples can only be made possible in equal cooperation on equal terms.
Herewith we invite the leading countries of Eurasia to a table to talk about this peaceful coexistence.
In order to guarantee the peace, in the long run, we have created in a first step this platform, this hot line. But now we have to ask ourselves how we can sustain peace in the long term.
As a representative of the General Congress of the FsSH, I hereby propose to you that any possible security situation in this body should be discussed and decided upon throughout Eurasia.
We therefore propose to each participant as HTO, FssH and Noble Entente to give a voice
We further suggest that this Security Commission work on a policy paper to serve as a basis for defining rules for peaceful coexistence.
On the basis of this, the security summit should take up its permanent work. Each member is entitled to put topics on the agenda. A chair is not elected. Made decisions with 2/3 majority.
Now I ask the delegates present to hear their opinions.

"To my understanding this event was slated to be a Summit of Eurasian Heads of States and Foreign Affairs to discuss the continents pressing security issues. The Russian Federation and the HTO did not agree to partake in a brand new political apparatus. While this attempt is commendable there will be no effort by the Russian Federation to water down the authority of the ESC (Eurasia Security Commission).

Russia once again urges the FsSH to join the Eurasia Security Commission which has already been established. For this to happen the FsSH must renounce violence against fellow Eurasian states and must present one alliance delegation to the organization and all member states must be present to vote on resolutions which are approved by a simple majority. Some of our non-aligned partners also display confusion over the need to create an entirely separate organization.

The Russian Federation officially freezes its participation from this forum and awaits the FsSH application and required assurance of non-aggression against fellow Eurasian countries to join the already established Eurasian Security Commission."


The Foreign Minister then exited the podium and the Russian delegation departed back to Moscow. Mr Lavrov was heading the delegation as President Putin returned to Russia following a string of terrorist attacks across the country. The Russian delegation to the HTO has convened an emergency meeting at the alliances headquarters to sure up HTO's commitment to unifying Eurasian security through the ESC. Russia has stressed it welcomes FsSH participation after the alliance pledges non-aggression against Eurasian states. The lack of the pledge has caused Russian defense exports to fellow Eurasian countries to skyrocket.

Honored Minister Sergey Lavrov,

First, I want to make clear that I am only speaking in the name of the Holy Empire of German States, as my sister Empress Lilliane I. is still discussing the proposal within the Noble Entante. However, we are confused as to what that Eurasia Security Commission is and what countries or alliances are already taking part in this institution.

In general some kind of committee is a favorable solution to us, be it either this assembly or the aforementioned Eurasia Security Commission. But the rules to any such organization need to be laid out clearly and must give voice to non allied states in some manner as well.

I want to urge Russia to rejoin this discourse, as we are already gathered here. Leaving this assembly with an ultimatum like statement will likely cause further diplomatic tension."

Russo - HTO Delegation returns to Eurasian Summit

"Russia has received renewed mandate from HTO states to achieve organization for security in Eurasia"



Germanic States, Noble Entente

The Russian Federation on behalf of the HTO alliance has returned to negotiating table to establish lasting results for Eurasian peace and security. Even though Russo - FsSH relations are improving on their own largely thanks to efforts by Deputy Foreign Minister Sergey Ryabkov and Federation Council Chairwoman Valentina Mativeynko. The Eurasian Security Summit was relocated to the territories of the Noble Entente.

Foreign Minister Sergey Lavrov leads the HTO delegation which composes of security, trade, and diplomatic officials from across the alliance. The long-serving diplomat issued the following speech to the other delegates of the summit.


"Delegates, please do excuse our absence. Internal processes of the HTO have finally resolved to commit to a solution to Eurasian Security. I behalf of the alliance have been tasked with solving this pressing issue; as HTO like many other states and alliances in the vast space would like to move on progress. Our delegation would like to submit tentative proposals for the organization.

  • Majority 51% vote required to pass measures
  • Free Trade Agreement across all participant nations
  • Every non-aligned nation, alliance, and superpowers should be entitled to a single vote

The HTO Delegation is preparing the next phase of its proposals pending the progress of this first phase. We will also use this platform to tender approval of any needed interventions in the region. HTO will recognize the approvals of the FsSH and N.E. during this period. The Russian Federation is preparing to submit the request to intervene in two Eurasian states to prevent their collapse."

The HTO has returned to the Eurasian Summit has barriers to understanding have finally been solved. The Russian Federation has received a powerful mandate from HTO states to negotiate on their behalf; and will seek a deal which is equitable and fair to all nations.

Moscow seeks to intervene into Black Sea region

"Moscow can no longer watch its compatriots suffer, Russia can quickly stabilize these regions."

The Russian Delegation to the Eurasian Security Submitted a blanket request to begin intervening in the historically Slavic affiliated black sea region. Once approved; the Russian Armed Forces will intervene directly into the Republic of Dono. The Russian Federation recognizes the independence of Limscon, and declares the Republic active and involved in the execution of services to its citizens.

Due to the critical nature of the events; the Russian Federation does request a 24 hour approval is granted by the N.E. and FsSH before the Federation acts.

We thank our partners for their consideration; on this matter.

The Russian Foreign Minister Sergey Lavrov provided Russia's rationale for the proposal. However the veteran diplomat will soon appoint his deputy to Sergey Ryabkov whose portfolio overseas Eurasian Relations to represent the alliance and country during negotiations. Mr Lavrov has prioritized the further unionization of Aedernon and the Russia Federation.

"Our humanitarian proposal is to halt the languishing of citizens in that historically Russian region. However if humanitarian intervention is not considered a reason to become comprehensively involved we will remember the standard applied to the N.E. decision today. The Russian Federation has made clear its position regarding unstable states on its borders; the risk of mass exodus of citizens flooding across our borders, the risk of economic damage if those states collapse, the potential spread of anarchy or terroristic activities endangering citizens and compatriots is entirely unacceptable.

Russia has identified a few states immediately on our border which should be uplifted and situations remedied by the Federation. We hope our partners in the Noble Entente will reconsider their position."


The Russian Federation is the largest country in the world bordering dozens of states and entities. The country whose economy has recently become the world's largest is obviously highly integrated into its neighbors. Russia which conducts trillions in trade depends on stable land and sea approaches. This is why Russia insist it must keep its immediate region stable; Russian officials have stated they would understand if other countries felt the same way if their border regions faced potentially collapsing nations. Russia has identified 4 nations on its borders at risk of imminent collapse .

In the name of our great Führerin, our Nation and the whole FsSH, we disagree with your reasoning and with your typical slavic, proto-imperialist policy.

What can be considered an unstable nation? We would consider Russia as unstable aswell, with your free market economy and lax leadership, your slavic nature and free-roaming, parasitic Magnoists. Are we, if militarily possible, allowed to invade your nation and rid it of all unstable elements? No! Of course not! We would love it if our neighbours were stable democracies like our nation, but we can't just invade their nations simply to rid ourselve of this instability!

We, do not agree with the assessment of Russian culture, but we agree very much with Johannes Petersen's reasoning regarding general intervention politics. If, however, we wanted to go down a path of interventionism, we'd need to establish clear rules regarding responsibilities and definitions of instability.

I would also like to discuss the proposal brought forward by the HTO in order to begin defining the nature of the European Security Assembly. We do agree with the majority vote prinziple and the free Trade Agreement across all participant nations. We but need to discuss the proposal of 'Every non-aligned nation, alliance, and superpowers should be entitled to a single vote'. Firstly I am confused as to why superpowers are mentioned separately. Does this mean the intend is to give superpowers a vote, even if they are member of an alliance? This would grant those nations a powerful roles, which I see no need for. Further I believe it would be prudent to have one representative on behalf of the non aligned nations. This way not aligned nations wouldn't outnumber alliance voices, which already represent a collection of nations."
