Existence of mid and long term effects in the game?

Can regents decisions have mid and long term effects on the parameters of the State?

I am asking because I just solved the Forced Labor Task in DDR Test State chosing option 3 (improving prison conditions) apparently resulting in an immediate increase in criminality (petty, capital and shadow) because "Poor people now commit crimes just to go to jail" (my other Tasks were prohibition of Timing and limiting Immigration to the educated and qualified), and now I am wondering if the game's matrix would even allow positive effects of better prison conditions to reduce crime rates in the long run.

I don't want an answer to this specific task I just want to know if these kinds of mid and long term effects of decisions are implemented in the game.

Answers in English or German are both fine.

The simple answer is yes. However - depending on the variable(s) in question - other tasks, reforms and/or the budget may compensate the consequences of certain decisions partly, or even entirely.
