How to reverse negative population growth?

For a long time, in my state of Kriska, my population growth is in negatives. Despite increasing spending in family and imposing a "Singles Tax" for single people, it keeps on decreasing. Any suggestions on how to reverse this?

If you look at quality of life you will see that your happiness is negative, too. If you look at your regent tab you are going to see that this is consistent - people are not really happy with your rule, you just barely manage to keep majority support prior to every re-election.

In short, your people are leaving because they are displeased with your policies.

One problem often goes hand in hand with another one. If you look at the demographics of your state, you see that the numbers are actually fine. The birth rate is higher than the mortality rate. However, the population shrinks due to citizens migrating to other countries.

That so many people are migrating is not surprising, since about 25% of the employable population is without a job. And those people without a job are treated very badly in your state; They get a welfare of less than 10% what they would need to survive. (Compare welfare with the cost of living)
And of course, nobody is happy to see people starve to death in the streets.
