As for all tasks / reforms / projects, it always depends on your personal goals if you consider something worthy or not. Anyhow, I would always say that trying something out yourself is much better than just believing what other people say.

With respect to your question: One of these projects is more about prestige, while the other one is about expanding to your nation to another celestial object. Different outcomes / effects are to be expected.

What about the Free Land reform. Reason I'm asking is because I have a stable and sustainable state and don't wish to disrupt or crash it. Does free land reform ruin GDP?
