My observations show me the opposite thing. When I have inflation all my budget expenditures go up.

In real life, government expenditures are not indexed with the rate of inflation. If your currency is weaker then you need more of it to pay taxes, while the salaries aren't indexed with the rate of inflation, pensions might be, depends on what the relevant legislation provides.
It is true also for ars-regendi, just ask the other players.

kk i had my first tax cut increase spend budget for like eternity. LOL
what spending should i increase to raise my popularity and therefore my influence.
what tax and spend reforms will maximise my tax revenues and reduce some of my spending.

If this doesn't tell you that the economy has NOT turned a corner, has NOT spouted Green shoots, has NOT shown signs of recovery, has NOT started to show an improvement in consumer spending.
