Political online game and economic simulation

Hi everyone,
I have two questions:
1. If I implement the negative income tax reform, will this exclude the reform planned economy for ever or only for as long as the negative income tax is active?
2. Does deactivating a reform count the same as activating one? I. e. does it take one reform measure away from my daily allowance of reforms?

By clicking every reform you can see what reforms are incompatible with it, or what reforms it excludes.
The negative income taxes excludes planned economy. Also you cannot deactivate reforms.
