If I'm increasing project costs through budget adjustments, will it reduce the time it takes to complete or affect projects in any other way other than increasing project costs?

By increasing PE Projects, you decrease the projection's completion time, you also increase GDP via the 'Government purchases' component of GDP. It doesn't have any other effect (like on unemployment, wages etc) as far as I know.

You'd think so, but I haven't experienced it.
Try to do for instance the Great Monument Project, which has super high costs per year, and see its (lack of) effect on unemployment.

Not affecting employment is quite illogical. Someone has to work on these projects; they don't do themselves.
Of course, it would depend on the type of project. For large infrastructure projects like Personal Rapid Transport or Great Wall, it would take a lot of blue-collar workers and specialists, Cure for Cancer or Cure for Malaria, on the other hand, would take relatively few highly skilled specialists - doctors and scientists.

The (long-term) effects of the various projects differ. To errect a gigantic golden Monument, you don't need many workers. The material will make up for most of the costs.
