Dear Members of this Summit,

I will speak on behalf of the Roman Pact.

We agree fully with the chinese government that the Californian Puppet-Regime has hid itself in the Neutral Bloc. We also agree with the demands given by the honored Mister Xi Liu almost completely. We however wish to add one demand to the list. The IBBC has to be disbanded. An private buisness nearly set the world aflames. It cost nearly 50 Million civilian lives and we have reasons to believe that many more uncounted deaths have links to this company. It has to be dismantled from the top to the bottom, it's assets shared among it's many workers worldwide, and the governments suffering from this evil spreading to all parts of the globe.

Canera does not disagree with the statements given by Konsul Junker. Bold action is required to resolve this crisis to restore order to the world.

While Canera does not necessarily require that the IBBC be disbanded, there is substantial need to reform the organization. We suspect that it may be easiest to dissolve the organization, but if that is not agreeable, it may be possible to replace the executives, diversify ownership, and implement international monitoring of the agency to ensure compliance.

Canera has been unable to independently verify the claims of the death toll presented by the RP delegate, we see no reason to doubt these claims either.

Dear Prime Minister Seo,


The People of California - and myself - do not understand the hostility by various actors!


Therefore, let us clear some things up:

- First of all: The actions of private companies are not representing the Californian state.

- Second: California has, in the 150 years of our history, always been a neutral actor. It is ridiculous and wrong, that we are treated as outcasts!

- Third: The matters between governments and private companies have to be settled infront of a court. Therefore, I highly recommend to any nation, to settle on International Trade Agreements like the TTA, suggested by the Essener Union and its chairman President Naserbajev.


Gentlemen, let me be frank. The Republic of California, and the Neutral Bloc, will answer to aggressions with the neccessary means.


Therefore, we object any interventions on our nationals affairs, especially by you, Mr. Liu, the Qinese Liar, Dog of Bejing, mass-murderer of Americans and Nuclear Terrorist (points agressively to Xu Liu), who is responsible for the death of millions of innocent civilians and suppresses his own people, whilst silencing every critisism from the global community an army of 10,000,000 brain-washed soldiers! The free people of California and yours do not respond to your threats! Our ancestors fought against rough weather, a hostile enviroment, they sailed over a god-damn ocean and defeated the savages to live a free life, without oppression. We will fight your people, if you force us, and be assured: The will-power and passion for freedom of millions of Americans is greater than the brute force of the brainless masses, you wish to bury us under. The American Dream will prevail!


And Dear Konsul Junker, as I stated earlier: Actions against private companies are a matter of civil law. Feel free to file a lawsuit at the court, which is responsible for your case. California is a free and just nation, based upon the principles of a constitution and the seperation of powers. The government does not - contrary to the way of Qina - interfere in the judicial branch. Every plaintiff and every defendent can expect a just and fair trial in California.


Gentlemen, I hope, that with my words, the matter is solved - at least on the level of national goverments fighting with each other.

Mr Fowler,

Perhaps I can clear up some of the miscommunications. Before doing that, however, i would like to please ask you to refrain from insulting other dignitaries at this conference. We are all here in the interests of solving this crisis.

On the note of the discussion of these private companies, they are indeed the ones responsible for these terrible acts. However, the laws of your nation have enabled them the freedom required to be able to act in such careless and disturbing ways. I think i speak for all of us here today, when I say that we hope that Californian law will require its companies to restrain themselves from violating human rights.

California is not the only nation is powerful corporations. Canera itself as an economy is nearly comparable in size to that of California, and has a substantial number of powerful corporations. We however, have laws in place that ensure the actions of these corporations are accountable, both within Caneran territory, and in their actions abroad.

Ultimately, the actions of corporations based in Canera represent the policies and principles of the nation where its governing principles are based on. If any corporation in Canera was responsible for any deaths, there would be an investigation and consequently a conviction.

We would expect the same of California. You cannot continue to allow your corporations to do as they please around the globe, or the international community may have to restrict the access that Californian businesses have. We of course understand that the actions of these few do not represent all of your business interests, and so we ask that you take steps to make this crisis impossible in the future.

Before we need to take action on your behalf.

Furthermore, none of this has yet discussed the many citizens of California who were hired by the BellTower associates to carry out what are clearly human rights violations. These are serious crimes that appear to remain unanswered, neither by any of the corporations, individuals, or your government.

Thank you very much for your insightful words. We appricate wholeheartedly the efforts of the Caneran government, to find a peaceful solution.


And we are, after long considerations, willing to subordinate to the resolutions of the United Nations, and change our national laws - as long as the other nations accept the rulings of the UN, too.


It would be pure hypocracy, if California would remain the only nation, that pays compensations for the lives lost. In Althana, BellTower soldiers killed 80,000 Althanian soliders in combat. But how do you answer the killings of 120,000,000 innocent civilians in Northern America, by Qazaqstan, Bellmead and Qina.


Gentlemen, we all are grown-ups. We now, that in war, bad things happen, and people die. But the atrocities and war crimes that are discussed here are minor, if you just look at the crimes and nameless terrors EU and Qina brought upon the people in America.


As a good Christian I ask you: Why do you look at the speck of sawdust in your brother's eye and pay no attention to the plank in your own eye? [Lk 6:41; NIV]


And furthermore, Qina and the EU agreed to the military intervention of CHIRON OIL / BellTower Associates in Althana. How is that not relevant? Pacta sunt servanta, it seems this means nothing nowadays.


Californian businesses may have done wrong, but never caused unnecessary evils. Our people only want to earn money, by providing value to their stakeholders. If we are to be honest, that perhaps we should derive a true valuation for the loss of life in the operations in North America. There has often been a desire to use a 120M number, but that only looks at a change in population, and ignores the long term refugee crisis that has plagued the world.

While it is difficult to discern the exact values of migration, EU member states alone have received more than 30 million refugee applications. Sadly, we will likely be unable to fulfill most of these requests. Regardless, we project more than 90% of the population change is the result of migration, another 8% from disease, famine, and exhaustion by individuals who were attempting to flee their nations and were unable to.

The information that we have is unable to account for the remaining 2.4 million due to margin of error, but we theorize it to be the combination of individuals who worked night shifts in factories that were publicly closed and thus targeted by the EU, in addition to more than 0.8M who died defending their nation from the conventional forces of Deutchlands, Japan, and the BellTower Associates.

We are unable to project the loss of life from conventional weapons, but what satellite information we posses suggests upwards of 0.2M. From blast radius and information obtained in hindsight, there may have been as many as 20 to 60 thousand killed directly and indirectly from EU weapons.

We attribute the remaining loss of life to the collapsing economy, since we have been able to confirm a number of cases of illness, starvation, and those that died due to exposure during the colder months in the aftermath of the war.

We accept these terrible losses, but take offence that they would be compared to the actions of the BellTower Associates. The EU used what strategic weapons were available to it to respond to an offending party. We did not invade a foreign nation for the purpose of extracting profit from the harassment of the local population.

Furthermore, we accept that we originally thought the intervention in Libya was necessary, and would be of benefit to the locals. Unfortunately, the corporate implementation was far from our expectations, and I think it provides an example of why governments must hold businesses accountable for their actions.

In all honesty, there is no innocence in war. We have made mistakes, and will no doubt make mistakes again. That is the human limitation unfortunately. We did the best that we could with the information and resources that were available to us at the time, and will not apologize for our support for liberating the people of Libya from its tyrannical government, we simply wish that the replacement of that government acted more in accordance with the needs of the locals.
