Corruption can only be destroyed through vigilance for it by anonymous and un-corruptable bodies.... Nearly impossible to achieve, NEARLY.

Indeed.

Regardless of the system, corruption has allways existed, and probably will continue to exist for much more time.

What can be done, however, is to reduce it greatly to the point it is not a prevalent factor in society. If this can be archieved, you might as well say your administration is more or less clean from the evil of corruption.
