Recently many have asked what exactly is the form of government in Gazprom. The Press Service will answer this question, and eliminate any curiosities.

The Gazprom Group which emcompasses all of the former Russian Federation is a state and a company in one. The company occupied all the organs of power in the Russian Federation and simply transferred the states assets to Gazprom and signed over the countries rights, responsibilities, and duties over to the Gazprom Group. As Gazprom was handed all the states assets including the state's share in other companies this brought huge swaths of the economy under the companies direct ownership. Companies such as Rosneft, Russian Railways, Sberbank and so on now merged with their Gazprom Group counterparts.

The Gazprom Group can be said to be an advocate of state capitalism. Gazprom runs the economy for profit to reinvest these profits into the citizens of Gazprom through various ways such as increasing production (aka employment), or social benefits. As a state capitalist system whereas the state acts as an enormous corporation the state is actual a corporation whereas taxes generally don't exist. The state/company actual charges flat users fees for services to be rendered. So Gazprom sells gasoline to citizens for profit but also taxes the sale of the same gasoline.

Some would instead describe Gazprom as a corporatocracy, but with the duties associated with statehood this definition alone is insufficient since Gazprom is also a political state as well with duties and obligations for the welfare of the state not purely for economic reasons but for legal ones inherited from the Russian Federation.

Currently the Gazprom Group under the state capitalist system is required to be a for profit entity but also to provide "fair and reasonable" social services and other duties of the state. It seems that the company is unable to be profitable and provide fair and reasonable public accommodation. So the company has incurred as a 26B GZRB budget deficit year on year for the last 3 years. The company/state through Gazprombank (which acts as the central bank) directly controls OP Bank through its heading the Court of Auditors. The company is using grants from the OP Bank to offset these deficits and continue to increase company assets.

Gazprom's Executive Board has just passed its budget for the new quarter, would the Press Service have any details in the contents of this budget?

Seeing as Gazprom Group is party to the World Trade Organization Chapter 12 Agreement which stipulates that nations shall make their budgets transparent and available for public knowledge. The Press Service as prepared a statement in this regard.

The Executive Board for the Gazprom Group and All Russia has drastically increased its spending for this fiscal year. All budgets have been increased by 12% with the notable exception of defence which was left untouched and family spending which took a 2% hit. The company has increased taxation by a major magnitude; these repercussions may be felt soon by the population. For instance, the company has raised the taxes on imports by 12% Gazprom is a huge import money and the company is looking to bite a piece of that pie, plus Gazprom has been struggling to protect its own exports leaving these foreign companies able to outcompete Gazprom in some niche markets which we are yet to fully develop. These tariffs will allow the company to even the playing field until we become more efficient in the targeted market. Gazprom has also increased taxes on capital by 2% and income by 1%. This is merely to offset the enormous budget deficit the company is taking on. The company has started a project which will help increase its GDP which in turn will allow it to take larger sums of money from the OP Bank.

Gazprom Group is currently over 10M people more populated than the average state in our concept. Children are the second largest demographic in the nation, and their rate of enlargement is totally unsustainable. Gazprom will not be able to spending enough and quickly enough to accommodate the employment needs of this incoming generation. So far their educational needs are being taken care of as of now, we would like to see the transition to apprenticeship phases soon of this demographic; this will increase unemployment rates, but again the company is preparing to better handle the nations employment needs.

Gazprom has released the quarterly economic figures

Shares have risen as the massive investment and spending package has been under full swing. The sharp tariff increases have indeed caused imports to decline; while the company saw much needed gains in exports. The company has generously increased the subsidies to its subsidiaries and other businesses. Gazprom has allowed its subsidiaries to retain 3% more of its own revenues to prop up any falling profits or reward them for good performances.

As the legal monopoly of Gazprom and All Russia, Gazprom has instituted a new reform which enshrines the right to work into the legal books for the first time in history. The company took this step to help combat the massive unemployment problem in the nation and with 20M children preparing to enter a new phase of their lives; Gazprom must be fully prepared to cope with these new issues before they arise.

The budget deficit has been widened to 88 billion rubles. More than half of this amount is a result of the massive spending project enacted by the EB. In this day and age Gazprom is more prepared to confront these threats. The Executive Board has mulled increasing the defense budget by over 44% to 100B annually, this will ensure Gazprom has the resources to respond to all events and protect its interest through a varied suite of capabilities which are being developed now.

Meanwhile the Gazprom Space Forces are being constructed in outer space still. The Fleet is only at 37% completion and support infrastructure is 78% complete.

As the successor to the Russian Federation, Gazprom Group has the same powers and many similar responsibilities of a state. One of those responsibilities is the control of unemployment, and with our stately powers and corporate might we reduced the number of unemployed Russians from 26% to just over 7% in a very short period of time. This process is very complex and intricate, yes while Gazprom is the world's largest company by all measures and arguably using the same metric the world's largest government. Gazprom controls a majority of the economy but not all of it. Private enterprises make up 30% of the economy which means that Gazprom could itself reduce the unemployment rate of 26% by 70%. Gazprom has yet to find a deal with the Private Enterprises Alliance to convince them to help with this brotherly task of reducing unemployment, they demand tax breaks to compensate for the increase payroll cost.

Gazprom Group has indeed effectively recovered from this crisis stronger than ever before. The Department of Emergency Situations in coordination with Gazprom Space Systems have devised a network of orbital hardpoints which will be shielded against radiation, asteroids, and other disruptive cosmic forces to keep the global communication channels operating during another event. This network will be used to relieve the Orbital Bombardment Stations whose communications systems were stressed as 70% of global communications were flowing through them in the flares aftermath.

The company is even exploring methods to increase democracy inside the nation.Elections are the highest levels will never be allowed but the Board has been mulling the creation of a consultative assembly which shall simply provide advise to the Board of the Directors based on the needs of their "constituents".

Gazprom is building a large number of vessels to begin the colonization of the solar system. This requires a huge number of vessels. System wide communications network must be modernized, outpost be established for refueling, basing, and rescue operations. The company is sparing no expense to make sure Humanity first years in space are not plagued with disaster. As the companies largest and most visible project by any measurement, we TRULY have a vested interest to remain transparent about or actions and intentions in space. As Gazprom's fleet hides in waiting on the dark side of the moon the mysterious objects lingers ever so closer to Earth........

The Gazprom Group New Announcement

The Company has seen positive growth in the last few years thanks to its massive investments and interventions into the economy. However this growth has saved many many jobs and allowed the government to enjoy a wide and sustained popularity. The company however can no longer maintain such spending to prop up the economy for much longer and even with support from the Gazprombank administered OP Bank; this is simply unsustainable. As the economy surpasses 60M people, the Gazprom Board of Directors mulls more considerations to improve the economy which is preparing to drop below its 550B mark after the company completes its nearly 100B GZRB project to upgrade the nation's military and space forces. The company has two options it can maintain the 92B additional deficit on the budget by redirecting those funds to elsewhere on the budget; or it can begin the next step of upgrading the companies civilian and military capabilities in space.

Recent numbers by the Department of Finance accurately points out that Gazprom controls nearly 31% of the nations economy through its spending alone. Chairman Miller has summoned the High Representatives from OSCA-PACT to demand a reason for Gazprom so suddenly being removed from its leadership positions within the alliance. Such a move will be detrimental to the companies ongoing development, and will yield consequences such as stagnated growth.

The Gazprom Department of Finance is preparing a request to the Board of Directors to begin drawing funds from the Emergency Reserve Fund which has a current balance of 425 billion rubles. During this time the Department has been given to power to streamline budgets by either slashing budgets or halting their increase. With an over 100B ruble deficit Gazprom must hurriedly out grow this issue, implement austerity measures, or change the laws which would allow the actual company to incur debt insured by the companies assets and the companies tax base.

Gazprom Group was not dependent on funds from OP Bank but now have to raise taxes and reduce its economic competitiveness to plug the 40 to 59 billion shortfall experienced from the loss of the OP Bank Presidency.

Gazprom Group has reached an understanding with its alliance partners.

The Department of Finance will analyze the annual rate of decline to the ERF (Emergency Reserve Fund) and simply request from the OP Bank once controlled is returned to Gazprom a refund of the amount spent maintaining the budget. However as a safe measure, the Department of Finance will recommend to the Board to only raise critical areas of the budget by their maximum amount and not to exceed other areas by more than 7% to 10% to reduce stresses to the ERF in case OP Bank administration is not returned to Gazprom in due time.

In other news, the Gazprom Department of Defense has reveal the capabilities of its newest missiles to target and destroy fast moving objects coming from the outer solar system. The company has taken some measures to reduce the budget deficit while maintaining growth in the economy and preserving the nation's quality of life.

The excise tax which is currently levying a 20% tax has been raised by 16%. This tax which is indirect is the safest way to increase revenue without harming popularity. Since domestic consumption is fueling the majority of the economy the Board sees this as the most lucrative way to reduce the deficit or offset spending increases this fiscal year.

Gazprom has not increased most spending by the maximum percentage (16%) this year. We suspect that by removing subsidies companies will realize that they will go out of business unless they improve efficiency and marketing.

Gazfond has been ordered to decrease pensions by 3%. Pensions in Gazprom far exceed the average cost of living, and are so far an inefficient usage of money. The company will be upping the percentages of pension decreases by 2% each fiscal year until pensions are a mere 3% above the cost of living to offset any rise in inflation in a given year. Most of the money from pensions will be diverted to the underfunded welfare programs, even though Gazprom has not had any deaths from starvations in many quarters we aim to keep this budget well financed in an emergency.

The company has increased its defense spending by 3%. With the advent of improved nuclear weapons, the Gazprom Department of Defense has concluded that attacks on the nation are unlikely in the near future. However the company will take this peacetime opportunity to complete its long-planned upgrade to its orbital attack stations. The stations will have a multi-hundred billion ruble upgrade to its propulsion, shielding, electronic systems, and armament among other things.

After intervention from Chairman Miller and increased pressure from OSCA Pact, the Gazprom Group has achieved a 37% reduction of its budget deficit. This means the company has reduced its expenses by roughly 13% a historic achievement for the company. Though highly unpopular these moves were necessary to bringing back the profitability of the corporation which reduces its dependence on alliance institutions such as OSCA Bank. We have seen the GDP lose only about 10B in value which means spending was highly inefficient as it took nearly 40B rubles to support 10B in economic activity it should be the other way around.

The Board of Directors is expected to pass some new legislation designed to boost the economy and civil rights in Gazprom Group. These news measures will help to attract capital and investment aside from the new interest rates which will stimulate loans and consumption.

The economy expands as Gazprom Global reduces its own role in the economy. The move prompted by CEO Miller has encouraged increased investment into the formerly flagging economy. GDP seems to be set to stabilize right over 500B rubles before the company takes further action to encourage its growth.
