Well, I've got a proposal for a project:

Some nations, for example China, try to stop the desertification of their landscape by creating 'barriers' of irrigated forest. These Forests shall prevent the sand from the desert from being blown further into the land and covering fertile soil. Also, as the trees grow, their roots prevent the water from draining away into the ground. And as soon as some of the trees die or lose foliage, they develop a layer of humus, wich works as nutrient medium for other plants. So, it becomes a self-maintaining system after some decades, which doesn't need to be irrigated anymore.

If this technology could be used as a project, it should improve the environment of the nation, but other effects would be imaginable as well, for example economical benefits (Because it creates more land that is usable for agriculture etc.) infrastructural improvements (Because it's easier to reach remote areas of a country if you don't need to cross a desert) or a higher health rate (People who don't live in deserts are healthier, I assume?).

In every case, this project should be easier to accomplish than others, because you don't need much technological development (Planting Trees shouldn't be that complicated?). But of course, the irrigation pipelines and the workforce will still cost a lot.

I would like corruption and accountability.
Gambles you can take that might pay dividends, but if u get caught u lose credibility/experience points or wealth etc. Countries could regulate how much importance they put on this.

Maybe a huge network of underground bunkers? Reduces the effects of Nuclear-Weapons attacks on vital infrastructure.

Broadband Internet/Huge Wireless terminals could also be a project. Increases the economy and infrastructure?
