Resolution 001


"A Resolution to Counter Climate Change"


Article 1

This Agreement responses to the threat of climate change by increasing the global environment over 300 until the year 2019 (Quarter 118).

Article 2

In order to reach those goals as set out in Article 1

Every Superpower undertake to increase its PE environment spending over 5% of the Gross domestic product.
Every Industrial power and Resource power undertake to increase its PE environment spending over 4% of the Gross domestic product.
Every emerging nation and industrial country undertake to increase its PE environment spending over 3% of the Gross domestic product.
Every postcommunistic and fundamentalist undertake to increase its PE environment spending over 2% of the Gross domestic product.
Every Developing country undertake to increase its PE environment spending over 1% of the Gross domestic product.

till the year 2019 (Quarter 118).

Article 3

In order to reach those goals as set out in Article 1

Every Superpower undertake to increase its PE environment spending over 2.5% of the Gross domestic product
Every Industrial power and Resource power undertake to increase its PE environment spending over 2% of the Gross domestic product
Every emerging nation and industrial country undertake to increase its PE environment spending over 1.5% of the Gross domestic product
Every postcommunistic and fundamentalist undertake to increase its PE environment spending over 1% of the Gross domestic product
Every Developing country undertake to increase its PE environment spending over 0.5% of the Gross domestic product

till the year 2010 (Quarter 88).

Article 4

Superpowers not meeting the objectives as set out in article 3 undertake to disarm the military by 25% till the year 2013.
Industrial powers and Resource powers not meeting the objectives as set out in article 3 undertake to disarm the military by 20% till the year 2013.
Emerging nations and industrial countries not meeting the objectives as set out in article 3 undertake to disarm the military by 20% till the year 2013.
Postcommunistics and fundamentalists not meeting the objectives as set out in article 3 undertake to disarm the military by 20% till the year 2013.
Developing countries not meeting the objectives as set out in article 3 undertake to disarm the military by 15% till the year 2013.

This regulation becomes invalid if the military is lower than 400 000 troops in Quarter 88.

Article 5

Superpowers not meeting the objectives as set out in article 2 undertake to disarm the military by 25% till the year 2022.
Industrial powers and Resource powers not meeting the objectives as set out in article 2 undertake to disarm the military by 25% till the year 2022.
Emerging nations and industrial countries not meeting the objectives as set out in article 2 undertake to disarm the military by 25% till the year 2022.
Postcommunistics and fundamentalists not meeting the objectives as set out in article 2 undertake to disarm the military by 25% till the year 2022.
Developing countries not meeting the objectives as set out in article 2 undertake to disarm the military by 25% till the year 2022.

This regulation becomes invalid if the military is lower than 400 000 troops in Quarter 118.

Article 6

The international community is free to act against Nations not meeting the objectives as set out in article 5 and 4.

Nations not meeting the objectives as set out in article 5 and 4 can be occupied at the behest of the world leader or at the behest of the simple majority of the Seoul General Assembly by every other nation.

As soon as possible after the succesful occupation the new government needs to introduce the reform Pacifism.

Don't accept this Resolution. This goals are good and fine but you can't reach them
If you are Spending 2% for PE environment you will be on the Right way.

Colleagues and World Leaders,

The Volkerbund fiercely opposes Resolution 001 as it would strip not just our nations but MANY nations around the world of the right to secure their national borders on the basis of an arbitrary number. Some countries such as the Yuzhpromgrup have inherited low environmental budgets and many mechanism prevent us from magically enhancing the environmental funding to required GDP figures. This resolution fails to take into account the environmentally friendly legislation we've and other countries and alliance are enacting to try and fight climate change.

Furthermore, the requirement to reduce military spending hurts smaller countries and benefits larger countries. This would allow them to in-turn further impose their policies on smaller countries. Smaller countries would have a diminished defense potential to resist external aggression. Unfortunately this arrangement would benefit no country; as nations will begin to develop and deploy nuclear weapons and a smaller conventional potential would force these states to deploy these weapons before they are lost. Naturally even one strike would wipe out tens of billions or even hundreds of billions rubles worth of environmental progress and investments.

Lastly, this regulation would stymie economic growth. Nations perhaps would be forced to delay the progress of their economies and quality of life in order to meet this arbitrary number of spending. This regulation is not well thought out and the Volkerbund cannot accept this law in the current form. This is why we encourage all countries to vote down this law and work with ALL countries to produce a better version of the law. We are aware some states would better muster a diplomatic ratings decrease over arms limitations.

The most worrying article is 6; which authorizes all nations to occupy the nations in violation. Do you believe we would standby an allow any of our countries to be invaded for failing to meet this figure? Is this potential worth the risk of global nuclear war? Data shows a massive increase in defense spending and slow managed decrease in environment. This shows there is no link in military spending to environmental quality. As of now, Volkerbund and its states will continue with its armaments programs while continuing its vast program to restore environmental quality. We are confident we can work together at creating legislation once this vote concludes.

Principala once again agrees with volkerbund on this matter.
Maybe the world leader should be allowed to put up resolutions up for votes at will. But maybe other leaders should have to have two cosponsors before the resolution is put up for a vote, a period of debate would filter out silly proposals like this one.

However as I said before the world leader would not need co sponsors for their resolutions.

Greetings,

We furthermore demand to understand by the voting period has not been limited and specified. We demand standardization of processes and consistent application of rules during the legislative process. Critical and controversial laws like this especially should have the specification. We also request to understand why the votes to combine remaining territorial acquisitions have not been placed to floor vote yet. The acquisition of these states would indeed nullify the need to implant this current law on the books.

In fact this current law would allow the World Leader to personally authorize territorial acquisitions bypassing General Assembly votes. The lack of debate from this bills sponsors is very telling. We will also independently sponsor the bill stating the World Leader be stripped of voting rights unless there is a need to break a tie. We relinquish out remaining time.

Distinguished Delegates of the General Assembly:

I rise in response to the comments by General Mangi and Representative Vasilyeva.

General, I agree with your proposal that future resolutions should have two public co-sponsors (not including the World Leader) before a vote is held.

Representative Vasilyeva, (OFF-RP) the reason why I did not specify the voting period for this resolution is because I am not sure when exactly the voting will conclude. I used the close-out function when I created the poll on Thursday, so voting will conclude sometime today. I used that function so as to avoid any confusion with respect to the final vote tally. (BACK-RP)

In response to your second question regarding humanitarian interventions, I will begin drafting such as a resolution as soon as possible.

Ladies and Gentleman,

1. This resolution is not silly.

2. There is no necessity that anyone would need co-sponsors to put up a resolution. As you can clearly see there are five governments supporting this suggestions and I am sure out there are millions sympathizing with our efforts.

We should not restrict the legal capacity of the Seoul General Assembly by such regulations which are quite far away from reality. However this is a topic which should be clarified by another vote.

Climate change is real and the only possibility the human can react is by changing its behaviour. It is a fact that there is nothing comparable which damages environment as horrible as military!

Greetings,

We understand the concerns of our colleagues from Afdu, we would propose a solution. This would be to force the World Leader to submit all proposed legislation and any legislation proposed would need atleast 12 to 15 votes to be considered a quorum (accounting for the facts all regents aren't active at once). If a law meets the quorum during the voting period the law can be put into force.

If the law fails to meet the quorum then the World Leader will be obliged to return the law to floor vote in 4 to 5 quarters to ensure the laws sponsor has adequate time to encourage other countries to vote for the law, and it grants additional time to debate and/or modify the law before it returns to floor vote. We hope this proposal will bring satisfication to all parties.

Regarding the Environmental Resolution, this law has failed and the Volkerbund will not support this act in the form which imposes the kinds of military regulation described above. We see the law as unenforceable in the era of nuclear weapons. The Volkerbund for one will not enforce the law and will not allow action against it's countries who fail to meet the requirements.
